Meet the PCC Staff

Gerald C. Davit, P.E., is president of the firm and manager of geotechnical services. He holds a Masters Degree in Civil (Geotechnical) Engineering from George Washington University and a Bachelor of Science in Civil Engineer from the University of Missouri at Rolla. He has 30+ years experience, including 25+ years in the local area. His specialties include Geotechnical Engineering, Environmental Studies, Management, and Quality Assurance/Quality Control (QA/QC). Prior to founding PCC in 1992, Mr. Davit managed engineering, geological and environmental services for a consulting firm with 100+ employees in the Washington D.C. area. He is a registered Professional Engineer in Maryland, Virginia, Missouri and the District of Columbia.

James T. Kirkland, Ph.D., C.P.G., is vice president of the firm and manager of Environmental Services. He is a Certified Professional Geologist with 25+ years experience in geology, hydrogeology and environmental studies. During the past 15+ years Dr. Kirkland has managed and/or prepared several hundred Phase I and Phase II Assessments in the local area. He has also worked on RCRA and Superfund sites. His expertise includes underground storage tank investigations, remediation and preparation of closure reports.

Linda L. Kirkland, Ph.D., is secretary of the corporation. She has over 25 years professional experience with the US Environmental Protection Agency (EPA).  She has a Ph.D. in Biological Sciences and is a recognized national expert in environmental QA/QC.  Her experience includes environmental impact statements, risk assessment and project management plans.

Richard (Ric) Poznanski, P.E., project engineer and manager of geotechnical construction phase services. He holds a Bachelor of Science in Civil Engineering from Michigan Technological University, Houghton, Michigan. He is a registered Professional Engineer in Maryland, Virginia, District of Columbia, New Jersey and Michigan. He has 25+ years experience, including 15+ years in the local area. His specialties include geotechnical and materials engineering, mass concrete placement, bridge construction, pavement construction and maintenance, personnel management and QA/QC. Ric worked with Mr. Davit and Dr. Kirkland earlier in his career. We are all pleased to be working together again.

Barbara M. Davit, Ph.D., is vice president and treasurer of the corporation. She has more than 25 years experience in chemistry, toxicology, pharmacokinetics, risk assessment, biology, biochemistry, biotechnology and federal regulations. Her analytical laboratory experience includes gas chromatography and high performance liquid chromatography.

Jeffrey Mann, former manager of construction phase services, worked for PCC for 7+ years.  Now Jeff is a sediment control inspector for Montgomery County, Maryland and we often see him on our job sites.
